The club is looking for investment as part of Phase 2, and offering packages from £10,000 up to £100,000.
For the £100,000 package you get £150,000 returned after 5 years.
The Bank of England base rate is currently 5% significantly below the 10% offered. I am curious what investment vehicle is allowing them to offer 10% return?
I am not offering an opinion on the investment either way, however my understanding is that the raising of funds is with the goal of obtaining the freehold and the operating lease of Meadowbank Stadium.
With such an asset under the clubs control the football club would surely hope to be able to increase revenues by hundreds of thousands over such a period of time that you mention. Primarily income from pitch use, but also from other increased opportunities to monetise the facilities, which includes offices, pitch hire, increased food and beverage and so on, whilst at the same time not be paying out 'rent' to the local football association.

@dorking-eagle Yes, I'd echo that David - thanks. Having control of Meadowbank and ultimately owning it is the aim - and will make a very big difference.
In my view the Club will not be able to sustain National League (or above) status until it has control of the ground and its facilities.
